That's because the System Restore is taking a "snapshot" and creating a
Restore Point for you. This is in case you wish to restore your pc to a
state prior to installing the software. Search for System Restore on Google
for more information. As for the original problem, it sounds like you're
copying files on a USB drive, if so, that's normal behavior.
