Hi Dave,
Try typing "shell:contacts" (no quotes) in the Start menu's white line (Start Search) area to see if it will open the Contacts folder location in a window.
Double check to make sure that Contacts has it's default associations set to it by clicking "Set this program as default" in Default Programs. This tutorial will show you how to do it.
