Unidentified Network - Access: Local only

I run windows vista ultimate 64x and i've been struggling greatly with this
problem for over 2 weeks, searching the internet far and wide, and have
gotten absolutely nowhere. When plugging in my ethernet cable to my computer
(straight from the wall, no router) at home and at my college, the cable is
detected yet when i mouseover the network icon in the start menu it reads
"Unidentified network ...access: local only" after running an ipconfig (which
i would post here if i could), i saw that there was no default gateway and
the ip was showing up as 0.0.0.0. i went to the IT department of my school,
and connection worked fine.. i do not know what the difference is in the
connection. I have tried every possible combination of solutions (disabling
ipv6, enabling DHCP, etc...)that the internet has to offer and it seems i
havnt even come close. i bought this computer 1 month ago and have still
never been able to access the internet. i would tremendously appreciate and
help one could offer....
