it seems you have another problem running on, and not exactly UAC

that 2nd dialog with "destination folder access denied" should not be there,
unless you were moving the file... that makes a light in my brain and maybe
some program is messing your recycle bin making it appear as a normal folder
to the system (thus you cannot move files there since it is not yours but
systems)

wathever, the most typical programs able to mess with your system are
antivirus/antispyware/cleaners and codec packs, and in this case i would
take a look at any backup software too, i would try to disable them once at
a time just to check if one is causing the problem

not sure about the problem though, just blindy guessing... but im pretty
sure that its not normal at all (i tried)
