that may be the defender scanning the file before it actually executes
however, i have a relatively old processor (athlon xp 1700+ @ 1,4 ghz) and
slow memory (133mhz), and i had basically the same use case without taking a
lot of time (lets say about 15-20 seconds?), windows defender is too darn
fast scanning
if you have an antivirus installed, most probably its the source of the
problem
either way, try deactivating temporarily the antivirus, and if not enough,
deactivate the defender also
