False, Dell, Toshiba and probably others continue to offer laptops
with Windows XP:

These are what I quickly found, there are probably many more.

This is the same as when Windows XP was released 6 years ago, the
previous operating system continued to be offered for a while.

If you hate it, return it and purchase one with Windows XP.
