Try this:
Open the registry (Type Regedit in the RUN box)
Go to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer]

Look for DWORD value "LockTaskBar" and it will probably be 1 which
makes the item greyed out

Change it to 0 (zero)
