Start looking periodically at any statistics for your iexplore.exe task(s).
E.g. use Task Manager's Processes tab (with all statistics in effect)
or use Process Explorer (similarly modified). Your symptoms can be
caused by resource shortages. One specific example is if GDI Objects
gets over 9,000 the symptoms you list would start occurring. You can find
further discussion involving this detail by searching for that string (in quotes)
using the web interface to newsgroups that you are using.
E.g. press Alt-7, type "GDI Objects" and then press Enter:

and after this post this thread will be added to those results. ; )
BTW although most of the references to GDI Objects in those threads
were initiated by me and several of their OP were specifically referring
to their symptoms while using Vista, I don't use Vista. Therefore I have
added a cross-post to a Vista newsgroup to try to make sure that you can
get Vista-specific responses.
