I don't use Windows Mail, but I assume that it is has similar settings
to other E-mail programs. Go to Tools | Accounts (or whatever the
Windows Mail equivalent is) and look for a setting called something
like "Leave a copy of mail on server." Do that on both computers.

You will then have to periodically turn that setting off and download
all the mail to clear the server.
