thanks for the response but unless im doing something wrong which is possible, every time I try to boot in safe mode, I go back to that same screen

also I would like to add that in the Diagnosis and repair details in Startup Repair, it mentions
"Boot critical file C:\Windows\system32\drivers\Wdf01000.sys is corrupt."
as well as "Boot critical file C:\WDFLDR.SYS is corrupt."
