You might check your setup against Comcast's instructions:

The instructions were written for Outlook Express, but should work under
Windows Mail if you avoid the One Click Fix.
Does your connection to the server go through any other internet provider's
equipment before it gets to comcast.net? Such connections to port 25 are
often blocked to cause trouble for spammers.
Are messages you tried to send piling up in your Outbox? If so, what
happens if you try to delete the oldest one?
What if any antivirus programs do you have? Some of them tend to cause
assorted problems in Windows Mail, although seldom immediately.
