Thank you Andre.. Your response - Option 2 - worked best and was most
succinct. Thank you brink .. Your response helped me understand what the
steps achieved. It appears that we are just fooling the system to force
re-set.. i.e., not only is this (dumb) system allowing accidentally deleting
Recycle Bin [whatever for], when we reset it, it is not doing full reset!
Alas! Only MS!! Now why would this not be in high priority when it has
obviously caused so many people to complain about the issue of deleted
Recycle Bin?

Andre and brink, I have saved both of your answer links for future
reference as I know I am bound to delete Recycle Bin again and this seems to
be the way to restore full functionality of the Recycle Bin. Thank you.
