Hello,

Do you happen to have Nvidia Firewall installed on the machine such as
Network Access Manager or ActiveArmor Firewall? If so, there will likely be
a DLL called nvappfilter.dll in c:\windows\system32 directory. As a
troubleshooting step, you could use Add/Remove programs to uninstall that
program and see if it makes the problem go away. Please reply with your
results.

There is a lot of discussion on the Nvidia site concerning the
nvappfilter.dll
