I've had this problem on my Vista machine also. If an application has the
file open or .dll in use than you can't delete/move it, or the folder in
which it is in. If you tried to remove the program and enough of it was
left to start up, then also. you can 't delete the file. You need to find
what's happening.
1st...Make sure the program you suspect, and have maybe tried to delete, in
not in the startup folder.
2nd...Sometimes you have to re-install the program and then make sure you
use the proper uninstall to get it out, either through the Control Panel or
the utility that came with the application in the first place.
3rd..The software developer sometimes can help and maybe will have a utility
that will rip out all remaining vestiges of the program.
4th ..Virus protection and particularly Norton products have caused me no
end of grief. I'd not recommend any of their product. (just personal
opinion).
5th ..Get into Safe Mode and try to remove the file using command prompt.
6th .. Sometimes it's the OS itself that's got the file open. Try deleting
the file as soon as possible after boot up.
7th... Shut down as many start up applications are you can. Copy them to
another dummy folder until you have to problem fixed.
8th .. Try using lower case some time.
