Windows Live Mail is just intended as a substitute for MS Outlook Express 6
(Windows XP) and Windows Mail (Windows Vista). It retains a number of the
shortcomings of MS Outlook Express 6 (and, probably, though I have no
firsthand experience, Windows Mail).

If you want to do things that Windows Live Mail can't do, you just have to
get a client which will do those things; I don't see Microsoft adding
advanced features to a free application, especially when those features are
available in a Microsoft product which generates revenue through sales
(Microsoft Outlook).
