Assuming you configured the OneCare backup to backup all file types, yes.
Note that some files may be restored to alternate locations such as email data
stores. They will need to be copied back to the proper location or mail imported
into the new mail store after the restore.
Personally, although OneCare backup does work, I'd manually copy important
document, pictures, etc. to CD, DVD, external disk or network location before
wiping the PC and reinstalling.
