Only a Windows Live Hotmail Plus live.com account is capable of pop3.

The new account wizard always tried to configure the account as a POP3
account and I allowed it to do so.

Please email me
and I will let you know why I had allowed the new account wizard to try to
configure the windowslive.com account as a POP3 account. You will then
understand everything.
