You specifically mention Vista X64. Have you compared the dialog in Vista 32 bit
or XP?
On a Vista 32 bit laptop, I'm looking at the dialog for the time and it is based
on a 12 hour clock with an AM/PM selection.
In Control Panel, Regional Settings - is your time format:
HH:mm:ss tt
or
HH:mm:ss - without the "tt" which is the AM/PM designation.
I switched my time setting to be the 24 hour clock and I still see AM/PM in the
OneCare settings.
Note that I don't have an X64 system to test.
