F2 takes me to a bios screen , and F12 gives me the following options :

Normal
Bootable Hard Drive
On-board CDROM Drive
System Setup
Hard Drive Diagnostics
Boot To Utility Partition


I thought there might be a way for me to do what I need to do by booting in cmd prompt or msdos? But I cannot find a way to boot into it. I can't even find a way to go into safe mode ( assuming I could get into safe mode? )
Can somebody please help me.

Welcome to Vista Forums.

This will show you how to possible fix this problem for you.

The User Profile Service failed the logon. User profile cannot be loaded.

For the F8 Advanced Boot Options menu, you will need to start pressing F8 every second as soon as you start to boot. You will see how in the link above.
