If I try to name a new folder or rename an existing folder, I get "The file or folder does not exist."

FWIW, I CAN rename FILES, just not FOLDERS. This is the most annoying problem I have ever had with any computer I have used dating back to the 1980's.

If I cannot fix it this week, I am going back to XP Pro, which I have been running with very few issues on my Intel Mac desktop with Parallels for Mac.
There's your problem. You ran a registry cleaner.

Try this tutorial : Cannot Rename or Move a File or Folder in Vista Fix

Question - Are you a tech wizard that can verify the registry "errors" that where repaired are in fact errors? Those programs are snake oil, and end up creating more problems than they solve.

You only solution would be to have those programs undo the damage they've done (if they provide an undo facility). Otherwise, you'll have to use System Restore to force an undo to a point prior to running "RegCure" and "Registry Mechanic".

If you don't know enough about the registry to fix errors yourself, how can you be sure a "cleaner" is looking in the right places?
