This is what I did to try and resolve the same problem with my ViewSonic monitor:
- Installed a different video card
- Installed a different DVI cable
- Installed a new computer power supply unit
- Installed a different monitor power supply cable
- Tried monitor with two other computers running Windows XP
None of the above worked. Bought new monitor and problem went away.
