System restore perhaps
You could also try a system repair using the CD/DVD for your OS. In many cases repairing the system files fixes several kinds of problems.

If system restore or repair doesn't work, you may be looking at a clean install of the OS. Backup any important files first. You'll need either the XP CD or Vista DVD for the clean install.
