My question was, when OC firewall is active, does it have
a diagnostic which proves that it is passing a request on

Robert,
I hope your experience with IE8 gets better. I've heard others saying that we should wait until IE8 evolves before installing.
With Live OneCare, under advanced firewall settings, you should be able to see a list of programs that are allowed access through the firewall as well as programs you have blocked.
