The cooler, the better.

Anything above 45 - 50 for the CPU when running under load should be considered bad, and the system temp (sometimes referred to as the chassis internal temp) should be about 10 - 15 degrees less than that.

For best results (for me anyway), your target CPU temp (when idle) should be around 30 - 35 degrees. Build your cooling with that in mind. Thermaltake makes some very good chassis and cooling products (my old computer, before it got fried by lighting last week Tuesday, used the Tai Chi chassis, as seen in Show us your rig )
