This certainly isn't the normal behavior, but you must have an odd security configuration
setup (probably by a third-party application).

This component actually is separate from Messenger (although it did get installed with it).
It isn't really critical, it merely synchronizes your Messenger sign-in list with the ones on
various Live ID websites. You can certainly live without it.

As such, I think the easiest fix would just be to remove the component. Messenger and the
Live ID sites will continue to work. You can do so by clicking Programs and Features in the
Control Panel, then click the Windows Live Sign-in Assistant, and click Uninstall.
