Windows (no flavor or version) has ever had this option, though some
computer manufacturers provide a method of creating recovery discs and name
it something similar. The closest thing Windows Vista has is the "Complete
PC Backup" which can create a backup set (not a restore disc but a full
system backup) that can be restored using the Vista DVD and advanced
recovery options.
