Is this normal for One Care downloading activity, or is there some Settings

certain that my machine is clean, and the One Care Firewall doesn't show any

I also have Live OneCare, but haven't experienced this kind of issue. Keep an eye on it, if it continues, I'd expand your evilware scanning. Here's a link to a short list of utilities just in case: Short List of Utilities for Vista
