Well, it hasn't occurred now in weeks, but I don't use that machine much..
Eventually maybe I'll find a reproducible situation that makes OneCare
change the location setting.
My first thought was service startup order - if the wireless adapter service
manages to start before OneCare checks the network connection, then maybe it
assumes a public place(?)
I'll keep looking
