Yes, that's correct. Automatic Updates are not staged to everyone at the same
time. So, it is possible to not receive a notification of an update being
available or downloaded to your PC, but when you manually check for updates via
Windows Updates, you'll see one or more critical/important updates.
OneCare adds an extra check for these updates as part of Tune-up.
