Using Google Groups I see that some people have responded to this thread,
but for some reason Windows Mail is only showing my original post (and not
even my first reply post). I assume this is related to my connection issue.
In response to the comment about IE add-ons, I don't think IE in particular
is at fault. For example, here's what happened when I pinged CodePlex and
Google in a command window:

So the issue is definitely on a lower level. It certainly seems like an ISP
issue but what a coincidence that it started happening only after I
installed SP1 and rebooted, which took only about one hour total, and the
problem still hasn't been resolved yet.
I just tried disabling Windows Firewall and resetting the network connection
but it didn't have any effect.
