yep its XP, WLM shortcut is OK

But Task Manager has been disabled by the administrator, I asked why
and he denied doing it, I can't argue with him 'cos him is I?

So I loaded up SysInt's Process Explorer - couldn't see msimn.exe.

Also selected option to replace Task Mangler with Process Explorer,
strangely it will come up with a Ctrl/Alt/Del but the task bar context
menu still has Task Manager greyed out.

This feels very virusy to me -- bloody cat -- I'm off to the xp
group.
