From what I can tell, we have to subscribe to a newsgroup before it will be listed in the 'Select Newsgroup' dialog box when creating that rule. So I suspect that that newsgroup also has to be subscribed to in the news account we want the rule applied to. It will then be listed under that account in the 'Select Newsgroup' dialog box, and we would need to select it there when creating that rule.
In other words, I think you have to subscribe to the alt.usenet.kooks newsgroup within the account you want the rule applied to, then create a new rule where you select that newsgroup under that account in the 'Select Newsgroup' dialog box.
I would be interested to know if the rule still works after you unsubscribe to the newsgroup selected in that rule.
