Are you talking about the "Pictures" that shows up in the Start menu?
That's a shortcut to the Pictures folder under your user folder
(C:\Users\(youraccount)\Pictures).
If you have photos located on an F: drive, just open WPG, click on "File" -
"Add folder to gallery", and browse to the folder on the F: drive. You don't
need to copy and paste anything.
Or, is F: a removable card? If so, you probably want to import the photos
from F: to C: instead of adding it to the gallery.
