Vista requires a graphics card that has on board DX9 support since it has
the DX9 software component for use with internally and uses it for Aero and
other graphic applications. The built into Vista DX diagnostic will only
tell you if you have software support which is of no use without the
graphics card support.
What make/model graphics card do you have?
