RE: Live Mail won't start

This same thing has been happening to me. It comes as a result of WLMail not
closing down properly/fully. As a result, you probably have stray
"WLMail.exe" process(es) in listed in your processes tab of the TaskManager.
If you manually kill those, then try to restart, it should start fine.
