Did you try control panel ->> Default Programs ->> Set Default Programs?
Maybe I am not understanding what is going on, but that would be the best way to help ensure that a particular program opened a particular type of file.
There is also right-clicking on a JPG file in explorer, choosing OPEN WITH ->> Choose default program, and then browsing to the program you want to use and making sure the "Always use the selected program" box is checked.
