If the attachment you are trying to open is winmail.dat, does your
new version of Office include Outlook, the program needed to
open such attachments? Not all of the 2007 versions do.

There have been no new hotfixes available for Windows Mail available
for about 17 months, and the only one I know about probably isn't
relevant to your problem.
For the problems with Windows Mail downloading mail too
infrequently, click on Tools, then Accounts, then your email
account, then Properties. If there is no checkmark in the box
before Include this account when receiving mail or synchronizing,
click on this box, then Apply. Click on OK, then Close.
Click on Tools, then Options. If there is no checkmark in the
box before Check for new messages every, click on this box
then Apply. You may also want to click on the triangles to the
right of the number of minutes and adjust it, but not to less than
5 minutes, then click Apply. Click on Send. If there is no
checkmark in the box before Send messages immediately, it
sometimes helps to click on this box, then Apply. Click on
OK.
