I have tried all these options also and then some! I have ran through and tried the netsh reset etc... examples, and have fulled uninstalled all AV / Firewalls and have properly configured my Vista firewall.
I am honestly stumped on this. I have spent over 6 hours on this and it is driving me nuts, someone must have a solution!

I solved the issue after another hour of tinkering with it. Here is what I did, and I think it's a solid fix!
Go to your "
Local Area Connection" and right click. Click on "
Properties". Once the window opens un-check "
Internet Protocol Version 6 (TCP / IPv6)".
Once deselected, please select "
Internet Protocol Version 4 (TCP / IPv4)". Click on "Properties". Tick the little bubble that says "
Obtain an IP address automatically".
Go down where you see the gateway settings. Tick the small bubble that says "
Use the following DNS server address:". Please use the following settings:

Preferred DNS Server: 4.2.2.2
Alternate DNS Server: 4.2.2.3
These are Yahoo.com DNS settings and I have been using them for 5 years now. After you set all these settings, reboot the PC and try to ping a website. It should work.
If not, I am fresh out of ideas, this fix worked for me, hope it works for you!
