creativecommons.org is one of them but different parts of the world will have different copyright laws so always check for local sites. and creative commons has links to jurisdictions....this is a good place to start.

Usually googling "Roayalty free" brings good results..it's how I found them. Roayalty free means of corse free to use but delivery can sometimes cost.

I'm thinking of investing in Sonic Fire Pro 4.... not cheap though but very flexible
