Yes, you can upgrade whatever you like.

When you buy some OEM (Dell, HP, etc...) computers, their OEM version of Vista may be tied to being installed on just their motherboard, or brand of motherboards, for that computer only. You will just need to check will the OEM brand to see what their policy is.
