Thanks for the reply.

I gave that a try but it doesn't seem to work. The problem is that I can
create the toolbar like you would in XP. Once you complete the process the
new toolbar appears in the Taskbar. In XP you could unlock the Taskbar and
drag the newly created toolbar to any part of the desktop whether it be top,
left or right of the screen or in its own window. The problem with Vista is
that when I click the toolbar and try to drag it off the Taskbar, the mouse
cursor simply changes back to an arrow and nothing happens. I can only move
it left or right on the Taskbar. So it either is a bug or this function has
been removed from Vista.

Before I submit something to microsoft I just like to be sure its not
something I'm missing.
