Hi Paul,
Not sure why the KB is reporting your Windows version incorrectly as I
looked over that KB and your System meets the requirements.
You might try MS Support.......

I did search several pages and found others with the same problem trying to
install the hot-fix, but did not find any solutions, sorry.
