You're welcome. I failed to answer the question, though. :-)
You can't change the OneCare startup order at boot time. It's the luck of the
draw for all of the programs that want to be started at boot time. One way to
see the OneCare icon in the System tray early is to boot the PC, but leave it
sitting at the login screen for a bit before signing in. You'll find that
OneCare is up and running and in the System tray pretty early.
