I don't believe that it's WLM that's putting the underscore into the
attached file name.
I know of a mailing list product that creates "digests" consisting of
multiple email attachments, the extension name for the attachment is ._eml.
I have no idea why the underscore is there. It's been around for years and
even though it's a discontinued product it still enjoys widespread use in
the UnixSphere. Perhaps in some circumstances the attachments do not fully
comply with the definition for .eml files, so they used an underscore prefix
as a means of letting people know that its more or less eml.
