Hi C.B.,
By default the Recycle Bin option is not checked in Disk Cleanup unless there is something in it. You will need to check it first before Disk Cleanup will empty it for you. If you do have it checked and you cannot empty the Recycle Bin manually, then see if this tutorial can help you.
