In Vista, you can right click your folder. Go to the Customize tab > Folder
Pictures pane, there is an option "choose a picture to show on this folder's
icon". Then click Choose file, choose the JPG you want.
But I believe in Vista it shows the picture inside by default if you have
your view set to medium or large icons.
