You will also have to have the "Tablet" feature installed to have the
snipping tool installed.
You can also use the windows key + a number, where the number corresponds to
the icon in the quick launch toolbar.
For example it the snip tool is the first icon, then Winkey + 1 will launch
the snipping tool.
