You are in the wrong newsgroup for Outlook Express. But I'll answer
your question.
There are only two sets of mail folder headings (View, Columns) in
Outlook Express:
- Sent Items, Outbox and Drafts use one set
- Inbox, Deleted Items, and all user created folders use the other set
Even though a user created folder is arranged as a subfolder to Sent
Items, it is still going to use the same column headings as the Inbox.
What you can do is add both the TO and FROM columns to the Inbox so that
the TO column will be available in the other folders. I also find the
TO column useful in the Inbox since I can easily spot mail sent
specifically to me rather than a group.

per folder basis:
