Well..kind of..specific to WLM not necessarily the op's issue..

A new Hotmail account created in WLM will setup the DeltaSync server.
An imported account may import with the WebDAV servers and function without issue(I've two that I left using WebDAV in
WLM...functional today for the RTM version and the last 2 betas).
A manually created account can be setup to use the WebDAV server.

e.g.
And Msn.com account can use this server in WLM with full functionality and synchronization
http://oe.msn.msnmail.hotmail.com/cgi-bin/hmdata

A Hotmail.com account can use
http://services.msn.com/svcs/hotmail/httpmail.asp
or in some cases this server.
http://oe.hotmail.com/secure/hmdata
For the latter and also applicable to WLM, see http://support.microsoft.com/kb/252840

The DeltaSync protocol, the preferred server does seem to be faster in accomplishing send and receipt but use is not necessarily
absolute.
