Hello The Shadow,
If you mean the Start Menu Power button, then you can only select it to either
Sleep,
Hibernate (not for Classic), or
Shut down. Restart is not an option.

Other than a Restart shortcut, you can also click on the shutdown arrow menu and click
Restart from there instead.
